In March 2020, Mayor Kimberley Driscoll convened the Economic Development Recovery and Revitalization (EDRR) Task Force to focus on business and community support during the COVID Pandemic. The EDRR was comprised of representatives of the City of Salem Planning Department; Salem City Council; Salem Partnership: Creative Collective; Destination Salem; Enterprise Center at Salem State University; Salem Main Streets; and the Salem Chamber of Commerce.

During the height of COVID, the EDRR met weekly and continues to meet monthly. In 2025, Mayor Pangallo renamed the group the Economic Coordinating Task Force (ECTF).
